3 REGISTERED OPERATOR  Registration is a basic requirement of RACES operation.  Registration information limited to data not covered by the privacy act.  May participate in all authorized RACES activities.

4 RACES OPERATOR  Understanding of NIMS and ICS, applied to communication activities.  Demonstrated ability to process formal messages in appropriate manner and operate in directed nets.  Demonstrated ability to operate radios and ancillary equipment in an appropriate manner.

5 RACES EOC OPERATOR  Understanding of NIMS and ICS, applied to communication activities, and resource allocation.  Demonstrated ability to process formal messages in appropriate manner and manage directed net activity.  Demonstrated ability to operate radios and ancillary equipment in an appropriate manner  Demonstrated ability to operate in a controlled environment.

6 General Requirements  Valid amateur radio license.  A commitment to public service communications.  Willingness to participate in drills, exercises, and activations.  Willingness to pursue certifications and advanced training

7 RACES, NIMS, and Resource Typing  “Resource Typing”, the classification of resource ability and function is critical to the functioning of the NIMS.  Operator classification by demonstrated skills and abilities is part of the “Resource Typing” process.

8 Applicable FEMA On-Line Courses  IS – 100 Introduction to the Incident Command System.  IS – 200 ICS for Single Resource and Initial Action Incidents.  IS - 700 National Incident Management System (NIMS), An Introduction.  IS – 800 National Response Frame Work, An Introduction.

9 DEMA Classroom Courses  DEMA sponsors an IS – 300 and IS – 400 combination, in a two day classroom format, keyed to the Delaware State Plan.

10 ARRL ARECC Courses  The set of three Amateur Radio Emergency Communicator Courses, ARECC I, II, and III; sponsored by the American Radio Relay League, are nationally recognized certifications and valuable as an overview to emergency communication, ICS, NIMS, and Directed Net operation.

11 RACES Membership  RACES is not a program for everybody.  The RACES program requires, training, commitment, and participation.  An individual’s record is reviewed on an annual basis.  A lot is asked of a RACES member, but in return the county provides a great deal of support and recognition.
