AT&T WIRELESS — CONFIDENTIAL & PROPRIETARY Use pursuant to Company instructions 3 A-GPS over CONTROL Plane There are existing GPS Assistance data messages already defined and they can be re-used A-GPS over CONTROL plane has been standardised within 3GPP and 3GPP2, but these two solutions requires an upgrade of nearly all of the network elements and interfaces 3GPP defined stage 1&2 Improvement of the Le interface: Completed Enhanced support for anonymity and user privacy: Completed Enhanced support of roaming subscribers, inter GMLC Lr interface: on going OMA Location group defines stage 3 protocols MLP (mobile location protocol), RLP (roaming location protocol) and PCP (privacy checking protocol) already support or will support SIP-URI of the target mobile. Note: SA2 does not specify external protocols and it works very closely with the OMA-LOC in order to insure consistency between requirements and protocols specifications owned by OMA.

AT&T WIRELESS — CONFIDENTIAL & PROPRIETARY Use pursuant to Company instructions 4 There are several proprietary implementations of A-GPS over USER plane already emerging in different markets It would be beneficial to have one single standard for Assisted GPS over USER/Application plane instead of WCDMA standard RRC messages ‘wrapped’ with a header GSM standard RLP messages ‘wrapped’ in XML IS95 / IS801 messages There is a large body of interest from Operators and Suppliers There are existing GPS Assistance data messages already defined User/Apps Plane A-GPS - today

AT&T WIRELESS — CONFIDENTIAL & PROPRIETARY Use pursuant to Company instructions 6 User/Apps Plane A-GPS AGPS over USER plane does not require an upgrade of a current IP capable network, so it is a lower cost solution and can be deployed rapidly This solution –is able to protect investment effectively, because 3G and 2G systems could share a common network positioning platform and even Mobile devices –may reduce the burden on signaling network –is not dependent on the underlying infrastructure except for an (IP) connection and supports outbound roamers –can reuse existing defined protocols –does not provide emergency call support
